Smart Holiday Spending

The folks at Consolidated Credit Counseling Services, Inc., a nonprofit educational credit counseling and debt management organization, have some practical advice in their “Holiday Survival Guide.” You can download a free copy of the guide online at www.ConsolidatedCredit.org. Here is just a brief summary with a few tips, hints, and warnings from CCCS to keep in mind.
• Begin your shopping by making a holiday giving budget, and do your best to stick to it. You may want to ask adult family members to set spending limits on gifts or to consider drawing names for giving. Let your youngsters know that there is a budget for their gifts, and ask them to prioritize their wish list. You might want to give them gift cards for some of the items on their lists and hit the mall after the holiday for great bargains.
• Before setting out to shop, make a list of those you are buying for, with possible gift purchases, each marked with a dollar limit. Check newspapers, catalogs, and ads to determine where you need to go to buy and which stores have the best prices on the items on your list. Start your shopping early enough so that there is plenty of time to comparison shop.
• Keep track of how much you’ve spent. And remember, things like taxes, gift wrap, postage, and shipping all add up – budget for them also.
• Consider using cash in lieu of credit. Decide how much you want to spend and take just that amount of money with you shopping. Or use debit cards or your checkbook.
• If you decide to use plastic, use no more than two credit cards – one with a low rate for any purchases that you may need to pay for over a period of time. CCCS recommends that you keep in mind “…you are the best judge of what you can comfortably manage. Just because you have a certain amount of credit available, doesn’t mean you should use all of it between Thanksgiving and New Years. REMEMBER: Never borrow more than you can reasonably pay off. Giving gifts should be a gesture, not a sacrifice.”
• If you are shopping online, use credit cards. If you’re scammed, you generally are not responsible for any more than $50. Shop at companies you’re familiar with. And most importantly when you enter the shopping cart or the e-commerce area of a site, remember that secure servers show “https” instead of simply “http” at the beginning of their website’s address or URL. Don’t include credit card information or personal information like social security numbers in an email - legitimate shopping websites use special forms. Stay away from unsolicited email offers as they are often scams.
With a lot of planning and a little common sense, your holiday shopping can be a pleasurable prelude to the delight of the season.

New Gift Card Rules for Holiday Shoppers
According to the Better Business Bureau Greater Maryland is alerting consumers, there are new regulations on gift card fees and expiration dates recently enacted by the Federal Reserve Board. The new rules went into effect for all cards sold after August 22, 2010, and serve to protect consumers from unexpected or hidden fees.
Longer Expiration Dates on Balances. Under the new regulations, the balance on a gift card cannot expire before five years after it is issued. Therefore, the balance cannot expire, but the actual plastic card can expire. Bank-issued gift cards are more likely than retail cards to have an expiration date for the physical card.
Increased Disclosure to Consumers. The new changes require consumers to be aware of all fees and limitations before purchasing a gift card. These should be printed on the packaging of the gift card and include the amount each fee will be and how frequently it will be charged.
One Year of Inactivity Fees. Companies can charge a fee, if gift cards are unused after a one-year grace period. After that grace period, one fee can be charged per month. These fees are required to be clearly disclosed to the consumer before buying the card.
The changes apply to gift certificates, single-store cards, and the Visa/MasterCard/Amex general-use gift cards, which can be used at any store.
Note: Prepaid phone cards and reloadable cards not marketed as gift cards and reward cards are exempt from these new regulations.
BBB Consumer Advice:
• Check the terms and conditions of the gift card.
• Be sure to keep track of expiration dates and contact the store if your plastic card needs to be replaced soon.
• Keep in mind that there is no maximum when it comes to monthly fees. A company could charge a very high amount after a year of inactivity as long as they disclose it. For example, Chase charges a $2.50 monthly fee after the first 12 calendar months following the gift card's purchase.
• If you are giving a gift card to someone who will make all their purchases online, be sure the gift card is redeemable for Internet shopping and not just for in-store use.
• Can the card be replaced if lost or stolen? If so, what information do you need to know, and is there a fee for replacing a lost card?
• Try to use the full balance as soon as possible to ensure you're getting your money's worth.

BBB Offers Top 10 Cyber Monday Safety Tips
Cyber Monday, the Monday after Thanksgiving, has officially replaced Black Friday as the most popular day to shop for the holidays. Shopping online means avoiding the crowds, but it also opens the buyer up to attacks from scammers and hackers.
Better Business Bureau Greater Maryland recommends 10 tips for staying safe when holiday shopping online.
1. Protect your computer. A computer should always have the most recent updates installed for spam filters, anti-virus, and anti-spyware software and a secure firewall.
2. Shop on trustworthy websites. Shoppers should start with BBB to check on the seller's reputation and record for customer satisfaction. Always look for the BBB seal and other widely recognized "trustmarks" on retailer websites and click on the seals to confirm that they are valid.
3. Protect your personal information. BBB recommends taking the time to read the site's privacy policy and understand what personal information is being requested and how it will be used. If there isn't one posted, it should be taken as a red flag that personal information may be sold to others without permission.
4. Beware of deals that sound too good to be true. Offers on websites and in unsolicited emails can often sound too good to be true, especially extremely low prices on hard-to-get items. Consumers should always go with their instincts and not be afraid to pass up a "deal" that might cost them dearly in the end.
5. Beware of phishing. Legitimate businesses do not send emails claiming problems with an order or an account to lure the "buyer" into revealing financial information. If a consumer receives such an email, BBB recommends calling the contact number on the website where the purchase was made to confirm that there really is a problem with the transaction.
6. Confirm your online purchase is secure. Shoppers should always look in the address box for the "s" in https:// and in the lower-right corner for the "lock" symbol before paying. If there are any doubts about a site, BBB recommends right-clicking anywhere on the page and select "Properties." This will let you see the real URL (website address) and the dialog box will reveal if the site is not encrypted.
7. Pay with a credit card. It's best to use a credit card, because under federal law, the shopper can dispute the charges if he or she doesn't receive the item. Shoppers also have dispute rights if there are unauthorized charges on their credit card, and many card issuers have "zero liability" policies, under which the card holder pays nothing if someone steals the credit card number and uses it. Never wire money and only shop locally on sites such as Craigslist.
8. Keep documentation of your order. After completing the online order process, there may be a final confirmation page or the shopper might receive confirmation by email. BBB recommends saving a copy of the web page and any emails for future reference and as a record of the purchase.
9. Check your credit card statements often. Don't wait for paper statements. BBB recommends consumers check their credit card statements for suspicious activity by either calling credit card companies or by checking statements online regularly.
10. Know your rights. Federal law requires that orders made by mail, phone, or online be shipped by the date promised, or, if no delivery time is stated, within 30 days. If the goods aren't shipped on time, the shopper can cancel and demand a refund. There is no general three-day cancellation right, but consumers do have the right to reject merchandise if it's defective or was misrepresented. Otherwise, it's the company's policies that determine if the shopper can cancel the purchase and receive a refund or credit.
